Entering bootstrap is done by using a small SIM card placed inside the dongle. This Smartcard is made by Schlumberger and it is a Java-Card, type Cyberflex. The exact name is: "Cyberflex Access 32K Developer". All Schlumbergers Cyberflex cards have approvement from US Government to be used as cryptographic modules. More detailed, it was approved by standard FIPS 140-1, Level 2.
What is FIPS 140-1 Level 2? The same SmartCard (Cyberflex) has got US DoD certifications and approvals. More clearly, even with a budget of 1000000$ (one million $$$) these cards can not be cracked. What is the function of this SmartCard? Look at the above pictures to be all clear.
