This programmer is used to program PICCard1 PICCARD2, PIC16F84 of Goldwaffers cards and PIC PIC16F877 / PIC16F876 of new Silver cards to use to make backup of Mobile phone SIM cards.

To program the EEPROm of the gold waffer card 24LC16 or the EEPROM 24LC64 of the silver card you will need GSMTE-21, thats is a modified version of phoenix programmer that can work with different resonators, to be compatible with more applications.
