A Hong Kong police officer, Chan Ka Kui is sent undercover to the mainland to break up a drug smuggling ring. Panther, a ring member, is in a Chinese prison but is not talking. Ka Kui is going there to make Panther talk. With the help of beautiful Chinese policewoman Yang, Ka Kui becomes a jailbird. In no time, he distinguishes himself as the roughest, toughest of them all. Panther likes Ka Kui. The two soon escape from prison and they go to Hong Kong, together with Yang, to work for the syndicate.
